' This speech of Lenin's was delivered to the 2nd All-Russian Congress of Trade Unions on January 20th, 1919. It was made under the immediate impression of the news of the murder of Karl Liebknecht and Rosa Luxemburg. Lenin is attacking the viewpoint of the syndicalists on the one hand and of the Mensheviks on the other hand, who both for different reasons were against any merging of the trade unions with the State, being of the opinion that the trade unions must retain independence in order to defend the workers against the State. The Congress accepted the resolution proposed by Lenin and the Bolsheviks as against the counter project of the Mensheviks and syndicalists. The taking over of state functions by the trade unions, as foreseen by Lenin, and the training of many millions of workers in the work of State administration is to-day a fact in the Soviet Union. The abolition of the Commissariat of Labour, the handing over of a great many of the functions of the Workers' and Peasants' Inspection directly to the trade unions are the concrete evidences of this. In this way proletarian democracy triumphs in practise while in the so-called democratic countries of capitalist dictatorship the workers see their trade union rights daily limited or completely destroyed and they themselves more and more reduced to the position of slaves of the dictatorship of finance capital. Lenin's speech is the best answer to the manifesto of the Trades Union Congress on Democracy and Dictatorship as it is to the whole policy on reformism which, starting with the murder of Liebknecht and Luxemburg in Berlin in 1919, has led to the triumph of Hitler in 1933.- Editor .'
